ECAS Institute works closely with 47 county governments in Kenya and civil society, businesses, and other major groups and stakeholders to address environmental, energy and climate challenges through the following areas:
We adopt a results-based framework in terms of a set of integrated interventions measured by relevant indicators, in line with the County Integrated Development Plans (CIDPs). We set out to improve the technical and knowledge capacity of each county using three strategic objectives: climate stability, living in harmony with nature and a pollution-free planet. Our interventions are based on our areas of work, consisting of three principal areas of action; climate action, energy transition; nature-based solutions and pollution action theme. These are supported by two foundational subprogrammes (science-policy and environmental governance) and two enabling subprogrammes (finance and economic transformations and digital transformations).

EXPERIENCES WITH COUNTIES
1. Nairobi City County Plastic Control Act of 2016
As the lead consultant, ECAS orchestrated the entire process of drafting the bill, facilitating stakeholder and community engagement both within and outside the county, and spearheading the County Assembly processes until the bill was enacted into law
2. Nairobi City County Climate Change Bill 2023
As the lead consultant, ECAS led the process of drafting the bill, facilitating stakeholder and community engagement and is at the forefront in lobbying the Members of the County Assembly to pass the Bill, which is currently at the Third and Final Stage of Reading at the County Assembly.

5. Nairobi City County Solid Waste Management Act 2015
We contributed to drafting of the Act. This act states that solid waste management is a shared responsibility between the county government, property owners, and others, and that everyone in the county has a right to a clean and healthy environment.
6. Nairobi City County Integrated Development Plan 2018-2022
7. Nakuru County
The study looked into the status of implementation of the Energy Act 2019 in 4 counties. This section provides a highlight of the findings from each of the targeted counties.
8. West Pokot County
- Training and capacity building for County officials including COs, CECs, and technical county staff on climate change and Climate Change Governance.
- Training MCAs in the county on climate change
- Present the climate change policy gaps paper
- Presenting the recommendations from the Scenario building exercise to the Governors of West Pokot, Elgeyo Marakwet, and Baringo Counties.
- Develop a report with recommendations to be shared with partners and stakeholders.
